Summary of the House Committee Version of the Bill

HCS SCS SB 1131 -- TRANSPORTATION SALES TAXES

SPONSOR:  Wilson (Curls)

COMMITTEE ACTION:  Voted "do pass by consent" by the Special
Committee on Government Affairs by a vote of 8 to 0.

Beginning March 31, 2009, this substitute excludes tax revenues
from certain transportation sales taxes imposed by the City of
Kansas City regarding tax increment financing from the allocation
of economic activity taxes for redevelopment costs under the
Downtown and Rural Economic Stimulus Act and Real Property Tax
Increment Allocation Redevelopment Act.  The definition of
"transportation purposes" as it relates to the transportation
sales tax is expanded to include the development and operation of
bus, para-transit, and fixed-rail and light-rail transit systems.

FISCAL NOTE:  No impact on state funds in FY 2009, FY 2010, and
FY 2011.

PROPONENTS:  Supporters say that the bill prevents after April
2009, certain transportation sales taxes from going to any
purpose other than what the voters approved.

Testifying for the bill were Senator Wilson; Kansas City Area
Transportation Authority; and City of Kansas City.

OPPONENTS:  There was no opposition voiced to the committee.
